Its the quality of front line management in the public sector, not spending cuts, that threaten the delivery of public services.
That’s according to a new report from the Chartered Institute of Personnel and Development (CIPD), which says that the ‘sporadic and often inadequate quality’ of management results in high levels of absence and an ability to tackle poor performance.
Apparently, compared with the private sector, on average, public sector employers:
• are three times less likely to discipline staff
• rate their line managers’ conflict management skills more poorly
• take far longer to manage formal disciplinary and grievance cases.
But all may not be lost. Given the fact that jobs are being shed at an increasing rate in the public sector – particularly in local government – there is a chance that some under-performing managers will be clutching their P45s soon.
